Um dos nomes favoritos para assumir o ministério da Fazenda, Fernando Haddad (PT) apontou a Proposta de Emenda à Constituição (PEC) da Transição, sugerida pela equipe do presidente eleito Luiz Inácio Lula da Silva (PT), como caminho para “ganhar o tempo necessário para fazer a reforma tributária”.

Segundo o ex-ministro da Educação, a PEC da Transição terá um propósito maior do que apenas o de abrir espaço fiscal no Orçamento 2023 para custear as propostas encaradas como prioritárias pelo governo eleito.

“Estamos, justamente, com a PEC de Transição, ganhando o tempo necessário para abrir discussão com a sociedade [sobre âncora fiscal]. Temos uma perspectiva boa de aprovar a reforma tributária no ano que vem”, disse Fernando Haddad em Brasília. “O ideal é que, com a reforma tributária, a gente paralelamente remeta ao Congresso um novo arcabouço fiscal. Dessa forma, será coerente com a reforma que terá sido realizada”, apontou.

Para Haddad, as reformas tributárias em tramitação no Congresso estão bem encaminhadas. O ex-prefeito de São Paulo comentou, inclusive, que uma delas “certamente vai contemplar governadores e o governo federal”.

A PEC da Transição, protocolada pelo senador Marcelo Castro (MDB-PI) no Senado na segunda-feira (28), visa retirar as despesas com o Bolsa Família do teto de gastos por quatro anos. O furo é estimado em R$ 198 bilhões na âncora fiscal.

Na avaliação de Haddad, o clima é favorável para aprovação da PEC da Transição no Congresso. Contudo, o político não vê um novo arcabouço fiscal, que substituirá o atual teto de gastos, dentro do projeto neste momento. O Grupo Técnico da Economia não está discutindo uma nova âncora fiscal no momento, relatou.

“O clima está muito bom no Congresso Nacional”, disse a jornalistas. “Não está sendo desenhado o que a gente chama de arcabouço fiscal agora. É muito pouco tempo de tramitação para fazer uma substituição. A PEC é para ganhar o tempo necessário para fazer a reforma tributária e encaminhar um novo arcabouço fiscal”, disse Haddad
